"Consistent with the legal advice published I am satisfied that throughout ministers had a stateable case," wrote John Paul Marks.

"His commitment to public service and his keen interest in international and global affairs – combined with his contributions on issues relating to Middle Eastern events and politics to date would lead me to think that he would not have too much trouble landing a prominent role in an international organisation."
